The national Oil Infrastructure Company of Zimbabwe (NOIC) is inviting experienced local law firms registered in Zimbabwe to express their interest in proving NOIC with the following services:

1. Providing legal services for NOIC and its subsidiary companies which in total will be three (3) companies, comprising of the Holding Company and its two subsidiaries.

2. Please note that it shall be in NOIC’S discretion to select more than one bidder

3. Please note that the law firm/s who will be awarded the Contract will enter into a Framework Agreement with NOIC which will allow NOIC to engage them for legal services for a period of 1-3 years within the NOIC Group.


The national Oil Infrastructure Company of Zimbabwe now invites eligible law firms to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The short-listing criteria are:

1. At least 2 members of the team to have at least 10 years experience in the legal field- please provide CVs of the team that will be working with NOIC.

2. Evidence that the company have been involved in practicing law in Zimbabwe for at least 10 years- please provide your company profile

3. Evidence that the law firm provided legal services in at least 2 transactions or contracts concerning large projects (worth US$1 million or above) - please provide reference letters highlighting this aspect.

4. Evidence that the law firm provided legal services in at least 2 transactions, contracts, disputes or court cases in relation to the oil and gas industry- please provide reference letters highlighting this aspect.

5. Evidence that the law firm is registered with the Law Society of Zimbabwe

6. Evidence of current registration with the Procurement Regulatory Authority of Zimbabwe (PRAZ) in the following category:-

I. Service Category S/L/003

II. PSB/001 for special legal category

III. Valid letter from PRAZ of Registration of Category for Legal Service

When providing the above mentioned documentation please state your expression of interest using the letter format attached in Appendix A.

Short-listed law firms will be invited to submit detailed technical and financial proposals, as described in Part 1 of the Request of Proposals Procedures in the Standard Request for Proposals for the Selection of Consultancy Services.

Law firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

The legal services Consultant will be selected in accordance with the procedures specified in Part VIII of the Public Procurement Disposal of Public Asset Act [Chapter22:23] and Part VI of the Public Procurement Disposal of Public Assets (General) Regulations, 2018 (Statutory Instrument 5 of 2018). Shortlisted consultants will be invited to submit their proposals on a separate document based on the Standard Request for Proposals for the selection of Consultancy Services and the Consultant submitting the successful proposal will be engaged on a contractual terms set out in that document and in the General Conditions of Contract for Consultancy Services. Copies of the Act and Regulations and the standard documentation are available on the website of the Procurement Regulatory Authority of Zimbabwe.

Participation is open to Zimbabwe Bidders. The method of selection will be in accordance with Section 63 of the Public Procurement and Disposal of Asset Act (Chapter 20:23)- Quality based selection method.

The Consultant may submit only one expression of interest. The expression of interest must be submitted in a clearly marked envelope and deposited in the tender box whose location is 4th Floor NOCZIM House, 100 Leopold Takawira Street by 1000hrs on 10 May, 2019. Letter for submission of expression of interest
