To provide strategic and technical direction for the development, implementation and maintenance of a sound policy framework, systems and process that facilitates the establishment of effective and efficient information communication technology systems for the Authority in line with its mandate.


Strategy and Policy

· Contributes to the formulation and implementation of ICT and Registry policies and programmes of the Authority to facilitate the delivery of reliable, technology driven, cost- effective services in line with the Act.

· Develops a vision, strategy and action plan for the ICT and Registry department in line with the overall strategy of the Authority.

· Leads, coordinates and manages all the activities of the ICT AND Registry department to ensure alignment with the corporate strategy of the Authority.

· Monitors the implementation of departmental plans, and reports on progress and performance to the CEO

· Ensures proper management and optimal utilization of resources within the department

· Prioritizes, control and decides on the allocation of resources between competing demands within the department to ensure that the department achieves its stated objectives

· Maintain oversight and accountability over all ICT and Registry operations and activities within PRAZ.

· Ensures availability of suitable manpower, hardware and software to meet the needs of PRAZ, making appropriate recommendations to the CEO and Board where gaps are identified.

· Spearheads the design and implementation of appropriate ICT and Registry policies, processes, systems, controls and operating mechanisms to promote effective and efficient delivery of the Authority’s mandate

· Monitors and evaluates the performance of staff within the Department and takes appropriate action steps in view of under or over achievements.

· Ensure that PRAZ’s ICT and Registry processes and practices comply with relevant legislation and industry best practices

· Contributes to the modeling and establishment of the right culture for PRAZ within the department and across the entire organisation.

· Communicates and cascades the corporate strategy to all staff within the department to ensure alignment of individual efforts with corporate objectives.

· Acts as the technical advisor to PRAZ and its Board on all ICT and Registry issues.


Stakeholder Management

· Represents PRAZ in national and international meetings and forums as assigned from time to time

· Submits monthly, and quarterly reports on the department’s performance to the CEO and any relevant Government performance monitory Unit

· Leverage the Authority’s ICT capabilities to disseminate and publicize PRAZ’S Vision, mission objectives and projects to all stakeholders.

· Strives to build and promote the image and credibility of PRAZ

· Establishes and maintains professional links with relevant professional bodies for the sake of continuous development.

· Collaborates and builds relationships with government, public and private sector partners and other stakeholders in carrying-out the mandate of the Authority as defined by the Act and PRAZ’s strategy.

Technical Oversight

· Develops systems, policies and procedures for the ICT and Registry operations of the Authority

· Develops and implements and manages systems for electronic public procurement including a public procurement including a public procurement website for the Authority.

· Develops implements and manages systems for collecting, documenting and reporting procurement statistics.

· Lead the development and implementation of a comprehensive management information system (MIS) to aid in decision making.

· Ensures the development, acquisition and deployment of latest application, technologies and systems to enhance efficiency with PRAZ.

· Establishes and maintains an up to date electronic database on bidders, suppliers, consultants, procurement management units, procurement staff registers and procurement entities.

· Coordinates the installation, testing, operation, troubleshooting, and maintenance of hardware and software systems for the Authority.

· Collaborates with other Directorates in the formulation and implementation of policies, strategies and plans by the Authority.

· Ensures the confidentiality, integrity, and availability of systems, networks and data

· Ensure sound governance, security and control of all the Authority’s ICT assets

· Provides overall technical ICT and Registry plans and deliverables to ensure compliance with prescribed standards.

· Ensures that PRAZ remains abreast with ICT and Registry changes and trends in public procurement.

· Participates in and supports all the Authority’s capacity building projects including internal knowledge creation, acquisition, and management and sharing.

· Coordinates the planning, implementation and management of all strategic ICT and Registry projects within PRAZ.

Board Support Services

· Participates in the assigned Board sub-committees as required

· Executes or ensure that all ICT related Board resolutions are implemented.

· Advise the board on any technical ICT and Registry issues

· Respond to queries and requests for clarifications by any Board Committee on matters related to ICT and Registry.

Financial Management

· Ensures the development and implementation of cost effective ICT and Registry policies, systems and processes for executing the PRAZ mandate effectively

· Develops annual departmental budgets for integration into the main corporate budget

· Manages the utilization of approved departmental budgets ensuring compliance to approved limits.

· Draws up specifications for the procurement of appropriate hardware and software for PRAZ in line with the Authority’s requirements.

Staff Management

· Ensures that the department complies with the Authority’s HR policies and policies and processes

· Coordinates and facilitates development and capacity building activities for staff within the department in line with global ICT and Registry trends.

· Participates in the recruitment of appropriate staff within the department

· Monitors and evaluates the performance of staff within the department in line with the set performance targets

Promotes and supports cross-functional exchanges and operations among the departments



· Must have at least bachelor’s degree education in IT, preferably with well –rounded majors such as computer science, information technology or management or management information systems from a reputable tertiary institution.

· Master’s degree in any of the following disciplines:

Information Technology, Computer Science/Engineering or Business Information Technology will be an added advantage.

· At least 10 years working experience in an Executive position.

· Must be a member of an ICT professional body.

· Ability to develop IT and leadership experience in a variety of IT roles from entry level support positions to IT Manager.

· Strong communication skills with the ability to communicate technical ideas and concerns in a non-technical manner.

· Strategic, analytical, systems thinking and problem solving skills, with capacity to see the big picture, make sound decisions and offer non-standard solutions.

· Ability to handle confidential information.

· Proactive, resourceful, solutions oriented and results oriented.

· Basic understanding of business analysis concepts and practice.

· Ability to build ICT capacity with professional staff.

· An innately inquisitive nature and a robust personality with analytical instinct.

· Excellent interpersonal skills and organizational skills.

· Skills in managing multi tasks and projects

· Comprehensive appreciation of commercial and business risks that organization across sectors face.

· A possessor of strong morals and ability to multi-task effectively under pressure.

· Proactive individual with demonstrated ability to meet deadlines and extraordinary attention to detail.
